Conventionally, it is draped around
the shoulders but some choose to cover their head at prayer time. Certain parts
the prayer service also require the worshippers to cover their head such as Amidah,
aliyah, etc.
Back in the Talmudic and
post-Talmudic era, rabbis as well as scholars often wore the tefillin all day
and a distinct type of Tallit during the prayer. Certain conventions also require the
worshippers to wear the tefillin first and then wear Tallit but the former is
often not worn on Shabbat and other holidays
